[摘　要]近年来，随着城市规划管理制度的转变，以及计算机技术的广泛应用，城市规划信息管理在管理对象、内容和组织等方面都发生了革命性的变革。及时跟进技术发展，并结合管理需求，建设充分考虑人文因素，包括社会、经济发展和制度创新的“有人的”信息系统，是城市规划信息管理未来重要的发展方向；利用管理信息，进行深度的数据挖掘，并推动理论的发展，将是未来信息管理中需要考虑的另一重要问题。

The Study and Practical Progress in Information Management of Urban Planning/Yang Lijun,Zhou Suhong

[Abstract] Recently with the transformation of management system for urban planning and the wide application of computer technology,revolutionary change has taken place with the information management of urban planning in terms of object,content and organization.An important trend of development in the future is to timely keep pace with the technical development,fully meet the requirement of management and establish an information system,including the "manned" information system,that takes into consideration the human factor,social and economic development and the system rennovation, etc..Meanwhile,another important factor to be taken into consideration in the future infomration management is to make use of the management information and make an in-depth study of the data to enhance the theoretical development.

１、引言

　　城市是一个复杂的巨型系统，以城市作为管理对象的城市规划管理不可避免地需要统筹协调社会、经济、文化、物质空间等方面的关系。而这些关系的协调、相应的管理决策及管理规则的实施等需要靠有序的信息管理。信息技术的发展在很大程度上提高了城市规划管理的效率，也相应地促进了城市研究、城市规划理论的发展。同时，信息技术的发展能更好地监控城市规划的实施效果，使更广泛的公众参与及更及时的信息反馈、更规范的管理等成为可能。

　　提到信息，不可避免地要将其与简单的数据和未加分析的资料区分开来。严格意义上的城市规划信息管理主要是指在计算机辅助下，对城市规划相关资料进行管理，并辅助规划决策的过程。其主要特征和作用体现在：首先，在这个过程中，计算机技术的发展，特别是GIS技术的发展起着重要的推动作用；其次，城市规划管理体制的转变和规划管理体系的构建，如西方的宗地管理、分区法和公众参与等规划体制的转变和中国的“两证一书”制度的建立等，都对信息管理或者早期的资料管理有着重要的影响，并在很大程度上决定了管理的内容和管理的程序；最后，信息化的发展也进一步推动了城市规划相关研究领域的发展，这些研究又大大地促进了城市规划学科和城市规划实践的发展。因此，本文分别从与信息管理密切相关的理论研究、技术发展和管理实践等不同的层面，探讨信息化管理的新进展。
